Why not use concrete?

Concrete cracks when soil settles and can cause the unit to tilt, which damages the compressor. Plastic flexes with the ground.

Can this sit directly on dirt?

Yes, but level the area and tamp it down first. Gravel underneath improves drainage and prevents sinking.
